To further enhance industrial safety and ensure that only standardized equipment is used across India, the Ministry of Heavy Industries (MHI) introduced the Machinery & Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, commonly known as BIS Scheme X.

What is BIS Scheme X?

 
BIS Scheme X was officially notified on 28 August 2024 under the Machinery & Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024.  
While its enforcement was initially scheduled for August 2025, the implementation date has been extended to 1 September 2026. 
 
After this deadline, no manufacturer or importer can produce, sell, or import machinery or electrical equipment covered under this order without obtaining a BIS certification under Scheme X. 
 
Scheme X aims to ensure industrial safety through product standardisation, prevent unsafe or substandard equipment from entering the Indian market, create a uniform technical regulation framework for all machinery, and promote ease of doing business through globally recognised compliance standards

Products Covered Under BIS Scheme X 

Scheme X applies to a wide category of industrial and electrical equipment used in manufacturing, construction, and power sectors, including: 
• All types of Cranes (EOT, mobile, tower, gantry, etc.) 
• All types of Pumps (centrifugal, positive displacement, submersible, etc.) 
• All types of Compressors (rotary, reciprocating, screw, etc.) 
• Transformers and Switchgear 
• Electrical Panels and Distribution Boards 
• Conveyors and Material Handling Systems 
• Machine Tools, Industrial Machines, and Components 

Step-by-Step Process for BIS Scheme X Certification 

Step 1 – Application Submission 

The manufacturer must submit Form I along with all required documents and test reports. Our experts prepare and organise these documents to meet BIS formatting and technical requirements, then submit them to the respective BIS Branch Office. 

Step 2 – Desk Audit by BIS Officer 

After submission, the application undergoes a Desk Audit. The BIS officer examines documents, technical files, and declarations for completeness. Any discrepancies are corrected immediately to ensure smooth processing. 

Step 3 – Factory Inspection (Site Audit) 

After the desk audit, BIS schedules a site audit where auditors inspect the manufacturing facility to verify compliance, production setup, quality control, and product marking accuracy. 

Step 4 – Evaluation & Review 

The auditor’s report is reviewed by the BIS Evaluation Committee. If nonconformities are found, corrective measures are suggested. We assist clients in implementing changes and ensuring compliance. 

Step 5 – Grant of License / Certificate of Conformity 

Upon successful evaluation, BIS issues a license (valid 3–6 years) for continuous production or a Certificate of Conformity (CoC) for a specific product batch.

For Indian Manufacturers:
1. Form–I (Application Form)
2. Technical File – Design details, compliance data, and test reports
3. Factory Layout and Process Flow Diagram
4. In-House Quality Assurance Plan (QAP)
5. Machinery and Equipment List
6. Details of Quality Control Personnel
7. User, Installation, and Safety Manuals
8. Declaration of Conformity with BIS Regulations

For Foreign Manufacturers:
1. Form-II – Authorised Indian Representative (AIR) Nomination
2. Agreement & Indemnity Bond on ₹100 stamp paper
3. Performance Bank Guarantee (PBG) of USD 10,000

Who Needs BIS Scheme X Certification?

Scheme X is mandatory for:
• Indian manufacturers producing or selling machinery/equipment within India.
• Foreign manufacturers exporting machinery or equipment to India.

Only manufacturers are eligible to apply for BIS certification. Importers, distributors, or traders cannot apply independently

BIS Scheme X for Foreign Manufacturers (FMCS)
Foreign manufacturers can obtain certification through the Foreign Manufacturers Certification Scheme (FMCS) or directly under Scheme X, depending on product applicability.

Validity of BIS License Under Scheme X 

According to BIS Guidelines (11 July 2025), the BIS license is valid for a minimum of 3 years and up to 6 years from the date of issue.  
Manufacturers must maintain compliance and pass periodic audits to retain validity. 

Fees and Costs Involved in BIS Scheme X Certification   

All BIS fees are payable in advance and include:
1. Application Fee – Payable during Form-I submission.
2. Inspection Fee & Travel Charges – Cover desk and site audits (typically 4 man-days).
3. License/Certification Fee – Payable after successful certification approval.
4. Foreign Manufacturers – Must provide a USD 10,000 PBG and inspection visit charges.

 Types of Standards Under the BIS Scheme X
Under the BIS Scheme X, machinery and electrical equipment must comply with Three categories of safety standards—Type A, Type B, and Type C.
Each serves a unique role in ensuring that all machinery—from design to operation—meets the highest safety and performance benchmarks. 

 Type A Standards – General Safety Principles 

These are the foundation standards that apply to all machinery and equipment.
They define how manufacturers should approach risk assessment, hazard prevention, and safe design during the development of any product. 

Focus Areas: 

• Identifying and reducing risks at the design stage 

• Integrating safety principles into mechanical and electrical systems 

• Ensuring ergonomic and user-safe designs 

Example: 

• IS 16819 – Safety of Machinery – General Principles for Design 

 Applies to every manufacturer as the base safety guideline. 

 Type B Standards – Generic Safety Standards 

These standards focus on specific safety aspects or protective measures that apply to many types of machinery.
They define how to design and install safety components, control systems, and protective devices. 

Focus Areas: 

• Electrical and mechanical safety 

• Guards, enclosures, and emergency stops 

• Noise, vibration, and fire prevention 

• Ergonomic operation and maintenance 

Example: 

• IS 16504 – Electrical Equipment Safety 

 Ensures uniform safety for components and systems used across industries. 

 Type C Standards—Specific Machinery Standards 

Type C standards provide detailed safety requirements for particular machine types—such as cranes, pumps, compressors, or transformers.
They define product-specific design, testing, and operational criteria. 

Focus Areas: 

• Machine-specific hazards and performance testing 

• Design and construction requirements 

• Inspection, labelling, and maintenance guidelines 

Examples: 

• IS 3177 – Electric Overhead Travelling Cranes 

• IS 2026 – Power Transformers 

Mandatory for the exact machine type being certified—takes precedence over A or B if conflicts arise.
