- BIS Registration Diapers for Foreign Manufacturers
The first step in the BIS certification process is the registration of the foreign manufacturer. This involves submitting an application to the BIS, providing details about the manufacturing facility, production processes, and quality assurance measures. It is essential for foreign manufacturers to understand the regulatory framework and comply with the necessary documentation to facilitate smooth registration.
- Required Documents for BIS Certification Diapers
The next step involves the submission of a comprehensive set of documents to the BIS. These documents typically include:
- GST Registration
- MSME Certificate
- The Aadhar card of the owner
- Rent Agreement
- Brand Registration or Trademark Registration

Upon successful completion of the inspection and verification process, BIS will grant the manufacturer a license to use the BIS certification mark on their diaper products. This license not only signifies compliance with Indian standards but also enhances the credibility of the product in the marketplace. Manufacturers can then market their diapers in India, assuring consumers of their quality and safety.
On 27th September, 2023, the Department of Promotion of Industry and Internal Trade (DPIIT) notified that all diaper manufacturers would be required to obtain a BIS Certificate and the requirements must conform to the applicable Indian Standards and be licensed to carry the Standard Mark (ISI Mark), which should come into effect before the below mandated date 1st January 2025., after which no manufacturer can manufacture baby diapers. This order prohibits manufacturers from producing baby diaper without a BIS certificate. In the event that if you fail to do so, you will be charged with a criminal offense, and you will have to face imprisonment and hefty fines.
Foreign manufacturers, i.e. manufacturers outside India, can also secure BIS licenses through FMCS (Foreign Manufacturers Certification Scheme) of BIS. From 1 st January 2025.,baby diaper carrying containers won’t be released by customs without ISI Mark.
