On 13 May 2015, the Bureau of Indian Standards (BIS) mandated that cash registers be registered according to IS 13252 (Part 1):2010 under the Compulsory Registration Scheme. Manufacturers must ensure that their cash registers conform to the Indian Standard IS 13252 (Part 1):2010.
Cash registers, whether mechanical or electronic, play a crucial role in retail and commercial settings by keeping track of sales transactions, controlling cash flow, and maintaining financial records. They enhance productivity, security, and overall company administration. Additionally, they help in calculating taxes, creating receipts, and maintaining detailed records of revenue and expenses.

BIS CRS Scheme for Electronic Products
BIS certification is mandatory under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2012. The manufacturer must adhere to the following registration process
- Manufacturer Registration on Portal – Manufacturer is registered on the BIS portal using the company’s business licence, KYC and registered mail ID.
- Testing – The product is tested in a BIS-recognized laboratory to ensure it meets the requirements. The tests typically include checks for safety, performance, and other relevant parameters.
- Application Submission – After testing is completed, the application is submitted on the portal with other documents like Trademark, Authorizations etc
- Scrutiny of documents by BIS – BIS reviews the test reports and other relevant documents submitted by the manufacturer to verify compliance with the standards.
- Certification – If the product meets all the requirements, BIS grants the BIS certification mark, which addresses compliance with Indian standards.
- Compliance – Manufacturers have to print the CRS Logo along with the registered Number on the product and packaging, along with product specifications and brand details.
The BIS certification is crucial for selling products in the Indian market and ensures that the products meet the necessary quality and safety standards.
BIS Registration Procedure
Requisite process for a foreign manufacturer
For a manufacturer to sell their products in India, they must first
- Nominate a representative who can act on their behalf.
- This representative will be responsible for submitting an online application, which will require the manufacturer to provide a sample of their product for testing by a BIS-approved laboratory
- Once the sample has been tested, the manufacturer must submit a hard copy of the application, along with the sample test report, either online or offline.
(BIS) officials will then verify the application and test report and will scrutinize all documents and sample test reports associated with the application. when BIS officials are satisfied that the application and accompanying documents meet their required standards they grant a BIS license for the particular product.
Requisite process for domestic manufacturers
- Manufacturers must submit an application form, required documents, and fees.
- The application can be submitted online, along with a sample tested by an approved laboratory.
- BIS officials verify the test report and scrutinize the application. Based on their findings, the officials grant or reject the BIS license.
It is crucial to apply the accompanying documents accurately and precisely.
Recommendation assigned for Authorized Indian Representative [AIR]
To acquire a BIS certificate for their operations in India, foreign stakeholders are required to nominate an authorized Indian representative (AIR) if they do not have a branch office in the country. The AIR, who acts as a local representative, is responsible for managing and submitting the certification application and is available to address any questions that may arise.
Foreign manufacturers are advised to follow certain recommendations when selecting an AIR.
- If the foreign manufacturer has an office or branch office in India, then that office can serve as the AIR.
- If the foreign manufacturer does not have an office or branch office in India, but the proprietor or registered user of the brand/trademark appearing on the product is located in India, then that individual or stakeholder will be designated as the AIR.
- If the foreign manufacturer does not have an office or branch office in India, but the registered user/proprietor of the brand appearing on the product is located in India, then that individual or stakeholder will also be designated as the AIR.
Documents required for BIS certification for Automatic Data Processing Machine
The following are crucial documents mandatory for BIS certification for Automatic Data Processing Machine –
- Duly filled testing documents CDF /CCL FORM
- Duly filled BIS Application form
- Business license of manufacturing unit [English translation + local language]
- ISO certificate of the manufacturer
- Marking label/details of marking on the product.
- Authorization letter.
- Trademark certificate
- Authorized Indian representative company registration proof in India or nomination letter of AIR.
- Technical specification sheet of product/user manual.
Labelling & marking requisite for BIS CRS Certification
The standard mark shall adhere to the specifications detailed in the relevant scheme. The mark shall also display the license number and reference to the Indian standard visibly as specified in the license. Furthermore, the marking details must include a reference to the BIS portal, enabling customers to verify the authenticity of the standard marked product. Additionally, the relevant IS number and standard mark, along with the “self-declaration of conformity to,” shall be marked on the product.
For a specific product, the BIS may specify additional labelling and requirements that the license stakeholder must comply with. Moreover, the colour scheme of the mark must adhere to the CRS Scheme. As per the requirements of the IS, the details of the product, which may include variety, lot/batch number, date/week of manufacturing, model number, and the complete address of the manufacturer, shall be marked on either the product or the packaging or contained in a label attached to the product.
Adhering to the standard mark’s specifications is crucial to ensure the authenticity of products. All manufacturers and stakeholders must comply with the relevant guidelines and regulations set forth by the BIS.
Mandatory Stakeholders
Stakeholders need to fulfil the following criteria concerning BIS Certification for Automatic Data Processing Machine as follows –
Manufacturer
- BIS certification/Indian BIS license is mandatory for the manufacturer only.
- An importer shall act as an AIR of a foreign manufacturer and can apply to BIS.
Exemption
- Traders, retailers, importers, and sellers are exempted from the BIS license.
Criteria for product
- Manufacturers must apply for a separate license for each product category.
- Each product needs its license, but a single BIS license covers one product with multiple models.
Manufacturing address
- The BIS license or certificate is granted to the manufacturer of a product for a specific manufacturing site address.
- If the manufacturer operates multiple production facilities for the same device or product, a distinct BIS license must be acquired for each location.
Brand/trade mark
If a manufacturer produces a given commodity for multiple brands, a separate license application must be submitted to the BIS by the manufacturer.
A crucial prerequisite for BIS certification
Mandatory documentation must be signed by the brand owner, Indian representative, and manufacturer. Additional documents should be notarized and stamped by the brand owner and Indian representative.
When filling out the CDF product details, it is essential to ensure that all information is recorded accurately and completely. Similarly, when completing the CCL, it is crucial to provide proper product component information.
Selecting a BIS-certified testing organisation is fundamental. Before shipping the sample, it is necessary to ensure that all arrangements have been made for the entire shipment, from the point of origin to the testing laboratory.
When choosing a laboratory for product testing, it is vital to ensure that the lab’s license is valid, correct, and not suspended. Furthermore, the laboratory should not be in the middle of or about to undergo an audit at the time of testing.
Validity of test report
The validity of the test report for the product sample is limited to three months, after which it must be renewed and resubmitted to the (BIS).
If stakeholders are unable to provide the requisite documentation to BIS, they must furnish a new product sample for testing. This will ensure compliance with regulatory standards and enhance the safety and efficiency of the product in question.
