    Introduction 

    The Ministry of Mines is emphasising strengthening the quality control ecosystem for the non-ferrous metal sector in the country. for that, the ministry is in constant consultation with BIS to prepare more QCO on upstream products [ refined metal ] in the non-ferrous metal value chain.

    The development of mandatory QCO helps curb the import of sub-standard products, prevent unfair trade practices and ensure the supply of quality products to domestic consumers including industrial users. The notified QCO will ensure the standard and quality of aluminium metal and alloys, as well as copper and nickel, to the benefit of the user industry. At the same time, the QCO will ensure Indian product quality in these items akin to global standards and enhance the brand value of making in India in the international market. 

    Brief 

    On august 31 2023 ,Indian Ministry of Commerce & industry together with the Ministry of Mines published a new regulation for the quality control of aluminium & aluminium alloys.

    Aluminium and similar products generally require BIS certification to be approved for import and trade in India.

    The regulation only applies to materials that are produced and used domestically that are imported. Products for the export market are not affected. Certification is carried out by BIS.

    According to the regulation of the Ministry of Commerce and Industry, the following aluminium and aluminium alloys mandate compulsory certification under the appropriate BIS IS certification and a corresponding mark  [ IS mark ] for

    • domestic production and import of aluminium and aluminium alloy [ ingots and casting ]
    • High-purity primary aluminium ingot.
    • Aluminium alloy ingots for bearings
    • Primary aluminium ingots for remelting and aluminium ingots 
    • Billets and wire bars [ EC grade ]

    Bis certification process

    Aluminium and alloy bars 

    Wrought aluminium and aluminium alloy bars, rods, tube sections, plates and sheets for electrical applications have been included in the mandatory ISI certification scheme under IS 5082: 1998. This standard specifies the requirement for these products, prescribing their

    Liability imposed category 

    • Aextruded bars and rods above 6 mm diameter, extruded angles, other sections and profiles including tubes, hollow sections of thickness, hollow sections of thickness 3mm and above.

    CHIMS FAQ

    CHIMS stands for chip import monitoring system the purpose of CHIMS is to gather statistical data to develop a complete understanding of IC and chips being imported into the country and their respective applications to promote and support indigenous chip development efforts.
    The purpose of the licensing system is to provide statistical data on IC and chip imports entering India before the arrival of imports. the data will be analyzed and used to make suitable policy decisions by the government information on licenses.
    The importers of IC covered under the notified 5 HS code have to apply on the portal with the requisite fee and other data points and the portal then generates a registration number which can be quoted by the importer while filing the bill of entry for clearance from customs.
    The importer shall have to enter this registration number and expiry date of registration in the bill of entry to enable customs clearance of the consignment.
    The CHIMS is an automatic import licensing mechanism. afterwards, the registration will be granted immediately after payment of the requisite registration fee.

    An exporter is defined in line with the Customs Act 1962. it is broadly defined as the person, country, or company that is sending the goods into India.
    The prototype samples are being imported for R&D and testing purposes for which a technical data-sheet is not available.
    Whenever the prototype sample checkbox is selected, the importer has to fill in mandatory fab/foundry details and the total quantity of import is restricted to 100 units.
